• <br />AGENDA ITEM NO. 6A <br />1` <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br />COUNCIL MEETING DATE: March 22, 2004 <br />TOPIC: Consideration of Resolution 04 -37, Approving 2004 <br />Park Board Goals <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />The Park Board has recommended to the City Council the following goals for 2004: <br />Connect Existing Trail Along North Side of Birch Street - Black Duck $237,000 <br />Drive to Pheasant Hills Drive <br />Designate Raven's Hollow Park Dedication Funds for Future Birchwood $85,240 <br />Acres Park Development <br />Construct Trails at Birch Street \Hodgson Road Intersection $50,000 <br />Holly Drive Pole Relocation for New Trail $10,000 <br />Pave Birch Park Trail- Boardwalk to Parking Lot $ 5,000 <br />• Extend Glenview Trail to Sunrise Park Parking Lot $ 3,000 <br />Survey Arena Acres Residents Regarding Existing Tennis Courts <br />Connect Existing Trail Along North Side of Birch Street — Black Duck Drive to Pheasant <br />Hills Drive - This project will alleviate perhaps our most critical and visible trail <br />shortcoming in Lino Lakes. The recent development projects along Birch Street <br />(Stoneybrook, Miller's Crossroads, Spirit Hills) have generated substantial park <br />dedication dollars. By utilizing some of these dollars, we can complete the non - existent <br />segment of the "Birch Street Trail." This will be a tremendous asset for our residents. <br />For example, this trail connection will provide more residents pedestrian access to the <br />Regional Park Reserve's trail system. It is important to note that the estimated project <br />costs do not adhere to the County's new standard of a 22' buffer zone from a rural <br />roadway to an off -road trail. Further discussions with Anoka County would need to <br />occur to determine whether this project is viable. I met with Jon Vondelinde, Anoka <br />County Parks and Recreation Director and Nick Eeloff, Anoka County Parks Planner <br />last month to discuss the proposed trail project. Both have indicated their support to <br />work with city staff when discussing this project with the Anoka County Highway <br />Department. <br />Designate Raven's Hollow Park Dedication Funds for Future Birchwood Acres Park <br />Development - The Park Board has determined that the future residents of Raven's <br />Hollow will utilize Birchwood Acres Park as their neighborhood park. Therefore, we are <br />recommending that the park dedication fees derived from Raven's Hollow be <br />designated for future development of Birchwood Acres Park. <br />
