Eagle Brook Church <br />page 3 <br />Zoning: The site is in a Rural zoning district. A church is a conditional use in this <br />zone. Much of the site is within the shoreland overlay zone that covers land within 1000 <br />feet of the ordinary high water level (OHWL) of Peltier Lake. The submittal compares <br />with the Rural zoning and shoreland standards as follows: <br />RBR discussion: Residents have noted the existence of the R -BR Rural Business <br />Reserve zoning district on the east side of 20th Ave. The envisioned commercial and <br />industrial growth in the area would move north from Main St. in 'A mile segments, as <br />controlled by approvals of infrastructure extensions and development. As noted by the <br />residents, no road system has been designed for the R -BR area. The R -BR zoning district <br />does not include the proposed Eagle Brook Church site. <br />Preliminary Plat, Site Plan, Conditional Use Permit <br />At its widest point, the property stretches from 20th Ave. to Peltier Lake. The site <br />consists of several individual parcels. When the final plat is recorded, the site will <br />become two lots, as shown on the plat. The lake is in the Regional Park Reserve.
