• <br />• <br />MEMORANDUM <br />To: Mayor and Council <br />From: Mary Divine <br />Date: 04/05/04 <br />Re: Benchmark Community Builder Collaborative <br />cc: Mike Grochala <br />John Feges of Benchmark Community Builder Collaborative met with city council at a <br />special work session on March 17 regarding the 360 -acre site north County Road 14 and <br />west of 35E. His goal at that meeting was to explain how his development company <br />prefers to take a team approach, involving citizens and the city upfront, to develop a <br />Master Plan for a site. This visioning process begins by bringing all the stakeholders <br />together, and has similarities to the 1995 city visioning process. <br />He has not completed any concept plans for the site. He is asking the council to consider <br />1) whether this area should be master planned; 2) whether is this the appropriate time to <br />begin planning; and 3) what obstacles might impede the city's ability to master plan this <br />site. <br />Enclosed is an outline from Mr. Feges identifying the steps he typically follows to <br />develop a Master Plan. If the council wishes to move forward, the next step would be to <br />hold a joint meeting with the council and advisory boards. We have tentatively scheduled <br />this for 6 p.m. on Thursday, April 29. Staff requests that council members check their <br />schedules and let us know if that day works. <br />
