• <br />MEMORANDUM <br />April 5, 2004 <br />to: City Council <br />from: Jeff Smyser <br />subject: Century Farm North 2nd Addn. Phasing Plan, Growth Management Policy <br />I received the attached e -mail letter on Monday, April 5th. It refers to two issues. My staff report <br />for the April 12th City Council agenda addresses the building materials issue. The other issue in <br />the letter is the phasing plan for the project. Mr. Uhde is requesting to increase the number of <br />units in the approved phasing plan for year 2004 by retaining a house that the City assumed <br />would be removed when the phasing plan was approved. <br />The phasing plan for Century Farm North, approved with resolution 03 -60, requires that no more <br />than 65 units be final platted in phase two (year 2004). During preliminary plat review, staff <br />assumed this house would be removed to make way for the new development. Since then, Mr. <br />Uhde has informed us he wants to keep the house. While this does not actually create a new <br />house, it does add to the number of units in the development compared to what was approved. <br />(Retaining what was assumed would be deleted is a net addition to the plan.) <br />Staff directed the developer to remove one detached townhome from the final plat of the 2nd <br />Addition to make up for the "added" house. This was done for the P & Z review of the final plat. <br />Mr. Uhde wants to keep the house and put the detached townhome back on the plat. This would <br />raise the number of housing units in the development to 249, one over what was reviewed and <br />approved. <br />As shown in the attached inventory, we now are at 19.7% beyond the annual 147 goal for year <br />• 2004. One more unit would raise it to 20.4 %, exceeding the 20% flexibility factor in the growth <br />management ordinance. <br />
