• <br />• <br />INS -8 <br />MEMORANDUM <br />DATE: April 19, 2004 <br />TO: City Council <br />FROM: Michael Grochala <br />RE: Pavement Management <br />2004 Street Reconstruction Referendum <br />As discussed at the Joint City Council/Charter Commission meeting on April 8, 2004, <br />staff is working with TKDA to update the Pavement Management Plan that was <br />originally prepared by BRW in 1996. The purpose of the plan is to identify the optimal <br />pavement management program (including reconstruction and maintenance) to maximize <br />the life of City streets at the minimum cost to the community. Staff is anticipating <br />completion of the plan by July of 2004. <br />While the management plan will address, from an engineering and financial standpoint, a <br />preferred method of maintaining city streets, implementation of the plan will most likely <br />require additionally city council/charter commission discussions. <br />At this time staff is requesting direction from the City Council regarding street <br />reconstruction projects. Due to time constraints and project planning purposes we need <br />to determine if a referendum for street reconstruction will be held in November of 2004. <br />TKDA is completing feasibility studies for certain areas of the City that were authorized <br />as part of the original 5 year plan. If we are to proceed with a fall 2004 referendum <br />several questions will need to be addressed. For example: <br />1. Should sanitary sewer and water extensions be included in the feasibility studies? <br />Most of the reconstruction areas lack these services. <br />2.
