• <br />WS -3 <br />WORK SESSION MEMORANDUM <br />Date: April 21, 2004 <br />To: City Council <br />From: Gordon Heitke, City Administrator <br />Ann Blair, City Clerk <br />Re: Local History Project <br />A few weeks ago, there was a meeting between Gordon Heitke, Ann Blair, Betsy Friesen <br />and Jerry Berg of the Lino Lakes History Project to discuss the overall status of the <br />existing history project. At this meeting, Volunteer Coordinator Friesen expressed her <br />interest in expanding her activities to preserving a couple of privately owned buildings in <br />Lino Lakes. She was interested in seeing the City of Lino Lakes become a "Certified <br />Local Government" in order to be eligible to apply for historic preservation grants. Jerry <br />Berg, who is now assisting Betsy Friesen, indicated that he wants to see the City require <br />archaeological surveys done in conjunction with excavations in Lino Lakes, whether or <br />not they are required or recommended by the State Historic Preservation Office or the <br />Office of the State Archaeologist. <br />An e -mail (copy attached) was received last week from Betsy Friesen of the Lino Lakes <br />History Project in regard to fundraising for local preservation projects. The fundraising <br />question needs an immediate answer, but this is a good time to review the original intent <br />of the project authorized by the Council and discuss the Council's interest in: 1) <br />expanding the scope and activities of the Lino Lakes History Project and 2) becoming <br />eligible for historic preservation grants through the formation of a historic preservation <br />commission and becoming a Certified Local Government. <br />Local History Project Background <br />As you may recall, on December, 2002, the City informally formed a committee <br />designated the "Lino Lakes History Project" and a volunteer coordinator (Betsy Friesen) <br />was designated. This was not specifically listed as an annual appointment for the <br />duration of the project timeframe, although that appears to have been the intent. The <br />Council's Resolution No. 02 -182 (attached) which designated the position, listed job <br />duties as including documenting the information that the City currently has, <br />systematically gathering additional information and organizing it. <br />At the time the history project was designated, the estimated timeframe for completion <br />was prior to the city's 50th anniversary in May, 2005. Since its inception, the group has <br />appeared before the Council at a work session to give a brief report in July of 2003. At <br />1 <br />
