• <br />• <br />ws - <br />MEMORANDUM <br />DATE: May 4, 2004 <br />TO: City Council <br />FROM: Michael Grochala <br />RE: Comprehensive Plan Review Process <br />Work Session Agenda Item No. 6 <br />At the April 22" City Council work session staff suggested setting a date for a joint City <br />Council /Planning & Zoning Board meeting to review the status of the City's 2001 <br />Comprehensive Plan. Staff has previously indicated to the Council that there are <br />elements of the existing plan that need to be reexamined. Specifically, I am becoming <br />increasingly concerned over conflicts between the plan elements (i.e., land use, sanitary <br />sewer, transportation, etc.), conflicting goal and policy statements, as well as unintended <br />consequences created by the growth management ordinance. <br />To address these issues staff is recommending a process that involves a review of the <br />existing plan elements including the following: <br />1. Transportation Plan <br />2. Land Use Plan <br />3. Sanitary Sewer Plan <br />4. Water Plan <br />5. Natural Resources Plan <br />6. Park Plan <br />as well as the Goals & Policies set forth in the plan and the Growth Management <br />Ordinance. <br />It is staff's intent to provide a written summary of the plan purpose, plan elements, policy <br />implications, and identified conflicts for presentation to the City Council and Planning <br />and Zoning Board. This review will provide the basis for discussions on the plan to <br />determine what, if any, revisions to the plan should be examined further.
