• <br />• <br />• <br />MEMORANDUM <br />To: City Council <br />From: Mary Divine <br />Date: 6/23/04 <br />Re: Livable Communities Grant Resolution No. 04 -91 <br />cc: <br />Staff has been working on the application for the 2004 Livable Communities <br />Demonstration Account Grant, which is due June 30. This is the same grant the city <br />received in 1997 for planning, and in 2000 for construction of the Woods Edge project. <br />The request this year is $1 million to be used to assist with the cost of land and <br />infrastructure for the Woods Edge project. Staff, Springsted and the Hartford Group are <br />continuing to work through the project development costs and sources of revenue <br />available, including the amount of subsidy needed to make the project work. A grant from <br />the Livable Communities Demonstration Account will lower the amount of TIF this <br />project may require. <br />The city has made considerable progress since the last application in 2003. The site has <br />been rezoned, a TIF district was put in place, the preliminary plat is approved, and the <br />public improvements feasibility report is complete. The committee who judges the <br />projects considers readiness and council support as critical factors. <br />The grant application will be available in draft form for review at the work session, so <br />that the Council will have the opportunity to see the application before the deadline. <br />The resolution supporting the application is on the June 28 council agenda, so that the <br />council has the opportunity to consider the resolution before the application is submitted <br />on June 30. The actual deadline for the resolution for support is July 31. <br />
