JOINT POWERS AGREEMENT <br />FOR THE TRANSPORTATION INFRASTRUCTURE PLANNING <br />FOR THE I - 35 W/E COALITION <br />THIS AGREEMENT made and entered into this day of , 2004, by and between the <br />County of Anoka, County of Washington, Cities of Centerville, Forest Lake, Hugo, Lino Lakes, <br />and the Township of Columbus, all political subdivisions of the State of Minnesota alsoknown as <br />the I — 35 W/E Coalition. <br />WITNESSETH: <br />WHEREAS, the parties of this agreement, in cooperation with the Minnesota Department of <br />Transportation (MnDOT) and the Metropolitan Council, have a mutual concern for the future of the <br />transportation infrastructure in the area depicted in Exhibit A, attached hereto; and, <br />WHEREAS, said parties are mutually agreed that the safety, mobility, land use planning and <br />funding of the transportation infrastructure for the area depicted in Exhibit A will best be served by <br />coordinated planning and implementation of the transportation infrastructure by the parties to this <br />Agreement; and, <br />WHEREAS, the parties to this Agreement consider it mutually . desirable to jointly develop a long <br />range plan for the transportation infrastructure for the area depicted in Exhibit A; and, <br />WHEREAS, the parties agree that it is in their best interest that the cost of said project be shared; <br />and, <br />WHEREAS, Minnesota Statute 471.59 authorizes political subdivisions of the State to enter into <br />joint powers agreements for the joint exercise of powers common to each. <br />NOW, THEREFORE, IT IS MUTUALLY STIPULATED AND AGREED: <br />I. PURPOSE AND GOAL <br />Purpose <br />The purpose of this joint planning effort is to provide benefit to the traveling public and to promote <br />the stewardship of the public infrastructure and future land use development. This will be <br />accomplished through coordinated programming of transportation systems through 2030 by an <br />interactive process such that the transportation system is capable of supporting land use and <br />development in the northeast metropolitan area. The parties to this agreement will proceed with the <br />collection, analysis, and development of a comprehensive transportation system plan for the area, <br />
