• <br />• <br />STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />ACTION REQUIRED: <br />BACKGROUND <br />AGENDA ITEM 6D <br />Michael Grochala <br />July 12, 2004 <br />Public Hearing, Woods Edge Public <br />Improvements <br />Simple Majority to Open and Close Public <br />Hearing <br />The City Council accepted the Feasibility Study, prepared by Short, Elliott, Hendrickson, <br />Inc., for the Woods Edge Improvements on June 14, 2004. In accordance with <br />Minnesota Statutes, Chapter 429, the City must hold a hearing on improvements prior <br />to ordering the project. <br />The proposed project includes the reconstruction and new construction of sanitary <br />sewer, storm sewer, water main, streets, streetscaping, sidewalks within the <br />development as well as proposed improvements to Lake Drive. The estimated cost of <br />the improvement is $8,382,000. The proposed improvements will service the proposed <br />Hartford Group development as well as the proposed YMCA. <br />The cost of the improvements are proposed to be assessed against the properties <br />within the Legacy at Woods Edge project. Due to the unique layout of the project <br />individual lot assessments will be calculated on an area basis. <br />Staff is currently working with Springsted Ind., the City's Financial Consultant, to <br />evaluate additional funding sources for the project. The results of this exercise may <br />lower the total amount to be assessed against benefiting properties. This will be <br />completed prior to the City Council ordering the improvement. <br />Representatives from SEH, Inc., will be at the meeting to address public comments. No <br />formal action is being requested at this time other than to open and close the public <br />hearing. <br />RECOMMENDATION <br />Staff is recommending that the council open the public hearing, accept public testimony <br />and close the hearing. <br />
