Executive Summary <br />The City of Lino Lakes currently has a Pavement Management Report that includes an inventory of the <br />City’s existing streets and provides recommendations for the ongoing maintenance of individual street <br />segments. The most recent report was updated in June of 2013. The report was created with the aid of <br />a software package called Cartegraph. Each year the City inspects 25% of our total street segments and <br />enters the ratings into this software. <br />Some of the existing pavement conditions have changed due to improvements the City has made over <br />the last several years. The City has been disciplined in budgeting money each year for sealcoating and <br />mill and overlay projects. These projects have allowed the City to improve the ratings on the streets that <br />hadn’t degraded to a point where sealcoating and mill and overlays would be ineffective. The locations <br />of these projects were determined by a number of factors including their OCI rating, geographic location <br />and budgetary constraints. <br />The City is now considering the development of a street reconstruction program for the annual <br />rehabilitation of the City’s roadway system. This study has been prepared to assist City staff and the City <br />Council with developing this program and creating a prioritized schedule for the reconstruction of the <br />City’s worst street segments and the determination of preliminary cost estimates for the recommended <br />improvements. <br />II. Review of Existing Pavement Information <br />The Pavement Management Report includes information for approximately 99 miles of existing roadway <br />within the City. The roadway system has been divided into 757 separate roadway segments and <br />condition ratings have been performed for each segment. Each year the City inspects 25% of the total <br />segments within the City. Therefore the entire roadway system is inspected over a four year period. <br />The Pavement Management Report includes a database inventory documenting historical information, <br />street conditions and recommended maintenance for each individual segment based on its OCI rating. <br />Using the OCI rating, the Pavement Management Report recommends four types of street <br />improvements including Sealcoating, Mill and Overlays, Reclamation, and Reconstruction. Definitions <br />for each of these types of improvements are included in Section III of this report. A summary of the <br />pavement condition ratings is included in Appendix A. <br />Engineering staff has established the following OCI categories to describe the conditions of the <br />roadways: <br /> Adequate – Overall Condition Index (OCI) 70.01 – 100.00 <br /> Marginal – Overall Condition Index (OCI) 40.01 – 70.00 <br /> Problem – Overall Condition Index (OCI) 0.00 – 40.00 <br /> <br />In addition to the OCI rating, other information was considered as part of this study. This information <br />included discussions with the City’s street maintenance personnel, a review of the general soil
