Lino Lakes Public Services Department <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 <br />(651) 982 -2440 Fax (651) 982 -2439 <br />WS - <br />Memorandum <br />To: Mayor Bergeson and City Council Members <br />From: Rick DeGardn r, Public Services Director <br />Date: July 30, 2004 <br />Re: Proposed Winter Parking Ordinance <br />The Public Services Department's most important and visible task during the winter <br />months is keeping the city streets in a safe, passable condition for vehicles. After a <br />typical snowfall, it currently takes maintenance staff approximately 10 hours to clear <br />the 180+ lane miles of city streets, 159 cul -de -sacs, 31 dead ends, and 17 parking <br />lots. The most common and time - consuming problem we encounter is when <br />vehicles are parked on the street during snow plowing operations. Not only is a <br />large wind -row of snow left on the street when the snowplow operators drive around <br />the "snowbird" vehicles, but the snow plow operators have to then drive back to <br />where the vehicles were parked to clean up the "snowbird" areas. It's not <br />uncommon for the snowplow operators to travel back to "snowbird" sites the <br />following day to find that the vehicles haven't been moved. <br />To allow city staff to clear the roads efficiently, I am recommending that the City <br />Council consider implementing winter parking restrictions as follows: <br />No parking is allowed on any city street between 2 :00 am — 6:00 am, November <br />1— April 1. In addition, parking is not allowed when 2" or more of snow has <br />fallen until the street has been plowed. <br />Lino Lakes is one of the few metropolitan cities that currently do not have any winter <br />parking restrictions. I have enclosed a sample of other city's parking restrictions. <br />If approved, we will inform residents via the city newsletter and placing signage at <br />the entrance of each development. <br />From a public safety perspective, Dave Pecchia has indicated his support for an <br />overnight parking ban. The Public Safety Department is prepared to provide permits <br />for unusual circumstances such as out -of -town guests, Tate -night parties, house <br />construction, etc. Residents can also call Anoka County Dispatch at 763 - 427 -1212 <br />after hours if an overnight parking permit is needed. <br />
