• <br />WS -4 <br />WORK SESSION MEMORANDUM <br />To: City Council <br />From: Michael Grochala <br />Date: September 8, 2004 <br />Re: Work Session Item #4 Fox Den Acres <br />The City Council recently adopted the City's Parks, Natural Open Space /Greenways and <br />Trail System Plan. An integral component of the plan implementation is to pursue <br />conservation development through a collaborative City /Developer process. As Jeff <br />Schoenbauer from Brauer & Associates previously discussed with the council, the <br />proposed Fox Den Acres subdivision provides an excellent opportunity for the City to <br />begin implementation of the plan. <br />Royal Oaks Development has submitted a conventional development plan for Fox Den <br />Acres to the City for review and approval. While their proposal does attempt to provide <br />open space and minimize impacts to wetlands, city staff, with the assistance of Jeff <br />Shoenbauer, has identified several opportunities to further improve the design through the <br />conservation development approach. <br />As shown in the attached side by side comparison, Mr. Schoenbauer has laid out a <br />preliminary sketch that generally strives to obtain the following public values: <br />1. Preserve more natural open space <br />2. Restore /enhance ecological systems on the site <br />3. Protect off -site ecological systems <br />4. Ensure long -term natural resource stewardship <br />5. Provide public park and trail opportunities consistent with the System Plan <br />6. Manage stormwater (flow rates and quality) <br />7. Preserve open space aesthetic <br />8. Maintain natural buffer between established and new developments <br />While Royal Oaks is still pursuing a conventional development plan, they have agreed to <br />work concurrently with the City to explore the possibility of a conservation development. <br />As part of the process, the Rice Creek Watershed District is providing in -kind <br />Page 2 <br />
