•
•
C 1 T Yt3 O F
IN EKE
WS -7
WORK SESSION MEMORANDUM
To: City Council
From: Michael Grochala
Date: September 8, 2004
Re: Work Session Item 7 — I -35E Master Planning
Staff is continuing to work with the development team interested in master planning the
360 -acre site north of County Road 14 and west of 35E. The development team hired
Landform, a planning and engineering consultant, to lead the master planning effort that
will begin with a public meeting on Sept. 20 at the Senior Center.
Because of the future growth potential along the 35E corridor, city staff has been
investigating the potential for completing an AUAR (Alternative Urban Areawide
Review), which is a large scope environmental assessment. Staff has asked John
Shardlow of Dahlgren Shardlow and Uban to develop a work plan and cost estimate for
completing the AUAR process.
The city did not receive Opportunity Grant funds from the Metropolitan Council to
complete this study. However, a planning loan may be available from the Metropolitan
Council. Other funding sources for the AUAR can include the 360 -acre development, and
other development projects that could occur within the study area. Anoka County has
also indicated their interest in participating financially in the study.
