• <br />STAFF ORIGINATOR: <br />COUNCIL MEETING DATE: <br />TOPIC: <br />VOTE REQUIRED: <br />BACKGROUND: <br />AGENDA ITEM NO. 5A <br />Rick DeGardner, Public Services Director <br />September 13, 2004 <br />Public Hearing, Consider 1st Reading of Ordinance <br />11 -04, Winter Parking Restrictions <br />Simple Majority <br />The Public Services Department's most important and visible task during the winter <br />months is keeping the city streets in a safe, passable condition for vehicles. After a <br />typical snowfall, it currently takes maintenance staff approximately 10 hours to dear the <br />180+ lane miles of city streets, 159 cul -de -sacs, 31 dead ends, and 17 parking Tots. The <br />most common and time - consuming problem we encounter is when vehicles are parked <br />on the street during snow plowing operations. Not only is a large wind -row of snow left <br />on the street when the snowplow operators drive around the "snowbird" vehicles, but <br />the snow plow operators have to then drive back to where the vehicles were parked to <br />clean up the "snowbird" areas. It's not uncommon for the snowplow operators to travel <br />back to "snowbird" sites the following day to find that the vehicles haven't been moved. <br />The following ordinance will allow city staff to clear the roads more efficiently and keep <br />the streets in better condition throughout the winter months. <br />ORDINANCE 11 -04 - WINTER PARKING RESTRICTIONS <br />In order to expedite the prompt and efficient removal of snow from the streets of the City, it <br />is unlawful for any person to stop, stand, or park any vehicle on any public street within the <br />City between the hours of 2:00 am and 6:00 am between November 1 and April 1 of each <br />year. Hardship exceptions are provided for with temporary on- street parking waivers as <br />described below. <br />In addition, parking is not allowed on any public street when 2" or more of snow has fallen <br />until the street has been plowed or removed to the full width of the street. The official depth <br />for the purpose of this subsection shall be determined by a duly appointed city official, <br />whose determination shall be final and not subject to appeal. <br />Any vehicle parked in violation of this subsection may be towed pursuant to Minnesota <br />Statutes 169 -041. A violation of this subsection is a petty misdemeanor. <br />Temporary On- Street Parking Waivers: When undue hardship may result from strict <br />compliance with the winter parking restrictions above, the Lino Lakes Police Department <br />
