• <br />• <br />• <br />WS -2 <br />WORK SESSION MEMORANDUM <br />To: City Council <br />From: Michael Grochala <br />Date: September 8, 2004 <br />Re: Work Session Item #2 <br />Guidelines for Advancing Conservation Design Projects <br />As we discussed at the September 8, 2004 work session the City Council recently adopted <br />the City's Parks, Natural Open Space /Greenways and Trail System Plan. An integral <br />component of the plan implementation is to pursue conservation development through a <br />collaborative City/Developer process. The proposed Fox Den Acres subdivision provides <br />an excellent opportunity for the City to begin implementation of the plan. <br />The intent of the conservation subdivision approach is to try and obtain identifiable <br />public values including but not limited to the following: <br />1. Preserve more natural open space <br />2. Restore /enhance ecological systems on the site <br />3. Protect off -site ecological systems <br />4. Ensure long -term natural resource stewardship <br />5. Provide public park and trail opportunities consistent with the System Plan <br />6. Improve stormwater management (flow rates and quality) <br />7. Preserve open space aesthetic <br />8. Maintain natural buffer between established and new developments <br />As a possible incentive to facilitate conservation developments, staff has been evaluating <br />options that would provide development - phasing flexibility while still meeting the <br />Comprehensive Plan's policy of "limit residential growth to an average of 147 units per <br />year... ". One possible alternative is to allow a developer to advance lots under the <br />phasing guidelines set forth in the growth management ordinance in exchange for the <br />conservation development design that provides the identified public values. <br />For Example (using Fox Den): <br />Page 2 <br />
