WS -1 <br />WORK SESSION MEMORANDUM <br />To: City Council <br />From: Michael Grochala <br />Date: October 20, 2004 <br />Re: Work Session Item No. 1 <br />cc: Residential Airplane Hangars <br />As you are aware City staff has been working with Milo Bennett, Centennial Fire Chief, <br />to identify options to resolve the airplane hangar sprinkling issues associated with the <br />Lino Air Park and Century Farms North developments. The City received an <br />interpretation from the State Building Codes office regarding this issue (attached). <br />The City operates under the Minnesota State Building Code which includes the <br />International Building Code (IBC) and as a subset the International Residential Code <br />(IRC) which deals with one and two family residential structures. As stated in the <br />interpretation provide by the state, if the hangars are constructed under the IBC, which <br />defines residential hangars as having a maximum size of 2,000 square feet, then the <br />limitations set forth in that code would apply. However, the definition of accessory <br />structures within the IRC does not differentiate between residential accessory buildings <br />and aircraft hangars. Under such interpretation residential hangars would be treated the <br />same as other residential accessory structures (i.e., garage, pole barn etc.). <br />Based on the state's comments and concerns raised by the Lino Air Park staff will move <br />forward with permit reviews based on the IRC. This will allow for hangar construction <br />without the installation of sprinklers. However, it should also be noted that this <br />interpretation also eliminates more stringent requirements for fire separation setbacks and <br />fire wall construction. <br />Staff will also continue to work with the Centennial Fire Department to seek an <br />amendment to the next building code that clarifies this issue.
