LAND USE PLAN <br />GROWTH MANAGEMENT OBJECTIVES <br />In addition to the demographic goals, the City has identified a number of specific <br />objectives to be accomplished through growth management. The objectives include: <br />1. The City must broaden its tax base and lower its local property tax rate through <br />the management of future land use development. Through the promotion of <br />economic development, the City will expand its commercial /industrial market <br />valuation to 7 percent by 2005, 10 percent by 2010, and 15 percent by 2020. <br />Through fiscal and land use planning efforts, the City's objective is to reduce its <br />local tax rate to 20 percent or lower by 2020. <br />Land use development will be evaluated annually against these quantifiable <br />fiscal benchmarks and growth will be regulated within terms that will accomplish <br />these benchmarks. <br />2. The growth management will establish an orderly growth pattern that capitalizes <br />on existing infrastructure and avoids the premature extension of utilities and <br />services. <br />3. The location and staging of growth will preserve the open rural character and <br />environmental resources of the City. <br />4. The City will promote high quality architecture as a means for enhancing the <br />community identity, promote long term building durability, and to expand local tax <br />base. <br />5. The City will develop licensing standards for rental housing. <br />GROWTH MANAGEMENT METHODS <br />The following ground rules will be implemented to manage the location and pace of <br />growth in a manner that fulfills the stated growth management objectives and <br />demographic forecasts. <br />COMPREHENSIVE PLAN UPDATE LINO LAKES <br />64 DEVELOPMENT FRAMEWORK <br />
