LAND USE PLAN <br />1. The staged growth areas serve to geographically define the locations of growth <br />in Lino Lakes between 1998 and 2010 and between 2010 and 2020. This <br />geographic application allows both the City and Metropolitan Council to analyze <br />growth impacts on both local and regional systems. <br />2. The 2010 staged growth areas are configured to include the City's existing <br />MUSA and forecasted MUSA demand through year 2010. The location and <br />configuration is based on the availability of in -place infrastructure and its logical <br />extension. The 2020 staged growth areas are reflective of MUSA demand <br />between 2010 and 2020. Its configuration represents extension of growth from <br />the 2010 growth areas. <br />3. The staged growth areas will not have a MUSA designation and will not present <br />a vested development right to the property owners. By withholding specific <br />MUSA designation, the City wishes to retain its ability to pursue future <br />Comprehensive Plan amendments to trade growth areas reflective of the <br />changing needs of the City. <br />COMPREHENSIVE PLAN UPDATE LINO LAKES <br />67 DEVELOPMENT FRAMEWORK <br />
