Lino Lakes Issues <br />One issue guided by the Lino Lakes <br />Home Rule Charter and the Five Year <br />Plan is the referendum for road <br />improvements. As stated in the City <br />Charter, if general fund dollars are to be <br />used the citizens have the right to vote. <br />Due to the loss of Local Government <br />Aid and Market Value Credit the pro- <br />posed City budget is 3.38% lower than <br />2003's. Even with increases in home <br />values, many taxpayers will see a <br />reduction in the City portion of their <br />property taxes paid. <br />We should follow the direction of the <br />Lino Lakes Comprehensive Plan, Growth <br />Management Plan and Zoning <br />Ordinance to plan growth, to protect the <br />natural environment, to make needed <br />infrastructure improvements at the time <br />of development and to negotiate <br />payment from the benefitting properties. <br />Senior housing and assisted living <br />are growing needs.
