Studenski, City Engineer <br />COUNCIL MEETING DATE: December 20, 2004 <br />TOPIC: Resolution No. 04 -199, Authorizing Soil Borings for the construction <br />of Well No. 5. <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />In accordance with the Water System Comprehensive Plan, construction of Well <br />No. 5 identified Birch Park as a proposed location. The proposed site at Outlot F <br />in the D. Erickson 2 "d Addition (across from the park) doesn't meet the <br />Minnesota Department of Health requirement that the City own the land within <br />50' of the well. The adjacent property owner to the south is unwilling at this time <br />to sell any property to the City. The City still wants to pursue this location as a <br />future well location. <br />City staff has reviewed the Birch Park area and did not find a location that would <br />not impact the aesthetics or function of the park. City staff did identify an <br />altemative location at Captain's Place within the Lakes Addition area (map <br />attached). This site has been reviewed with the Health Department and found to <br />be suitable while meeting flood plain and utility setback requirements. <br />City staff is recommending that the soil borings that are typically done during the <br />pumphouse design phase be performed at this time due to the proximity of the <br />site to the flood plain. <br />It is staffs recommendation to authorize the soil borings in the amount of <br />$5,000.00 for the construction of Well No. 5. <br />OPTIONS: <br />1. Adopt Resolution No. 04 -199, Authorizing the Soil Borings for the <br />construction of Well No. 5. <br />2. Retum to staff for further review. <br />RECOMMENDATION: <br />Option No. 1 - Staff recommends that Resolution No. 04-199 be adopted. <br />
