NW, ANDOVER, MINNESOTA 55304 <br />(763) 862 -4200 FAX (763) 862 -4201 <br />N0 2006 <br />Re: Comments on the Nature's Refuge Residential Subdivision EAW <br />Dear Mr. Smyser. <br />Thank you for providing us the opportunity to comment on the proposed Nature's Refuge Residential <br />Subdivision EAW for approximately 232 acres in the City of Lino Lakes. The following comments <br />have been gathered from the Highway Department <br />• CSAH 14 is one of the few continuous east -west routes in Anoka County. It is a Principal <br />Arterial roadway that is expected to carry a significant amount of traffic as the communities in <br />the area develop because it connects to other major freeway facilities and other principal <br />arterials. Because CSAH 14 is a Principal Arterial roadway, safety and mobility are of primary <br />concern to the County. <br />• Anoka County and the City of Lino Lakes adopted the TH 242 /CSAH 14 Access Management <br />Study to ensure and enhance safety and long -term mobility on the TH 242 /CSAH 14. As part <br />of the study, a general access strategy was developed and applied to the corridor. Within the <br />study area for Nature's Refuge, no full access location has been identified. Full access <br />locations with traffic signals have been identified for Lake Drive (CSAH 23) and for Wood <br />Duck Trail. Lino Lakes Elementary, which presently has direct driveway access to CSAH 14, <br />is expected to keep its access locations for bus circulation as long as safety is not an issue. <br />Right- in/right -out access has been identified for other locals streets (Aenon Place and Nancy <br />Drive). <br />• Anoka County and the City of Lino Lakes also agreed to a future "full build" of CSAH 14 that <br />will realign the CSAH 14 corridor north of its present condition and provide interchange access <br />Goa Y•' <br />NOV <br />7006 <br />CITY c: AKES <br />
