• <br />Anoka County Multi - Jurisdictional <br />All Hazards Mitigation Plan <br />January 11, 2006 <br />Plan Strategy Meeting <br />6 <br />February 22, 2006 <br />Plan Strategy Meeting <br />5 <br />May 19, 2006 <br />Draft Plan Public Meeting <br />18 <br />November 24, 2006 <br />County Board Approval <br />All local resolutions completed <br />The Initial Project Conference Call was held with officials from Anoka County and <br />representatives of Excelliant Services, the consulting firm that was chosen by Anoka County to <br />facilitate the preparation of the Hazard Mitigation Plan, John Tonding, Emergency Management <br />Deputy Director, and Kelli Rogers, Emergency Management Project Coordinator, represented <br />Anoka County, Executive Consultant Les Junge represented Excelliant Services. <br />Discussions focused on the overall project approach, in which emphasis was placed on the <br />steps necessary to meet the requirements of the DMA2K and building on work already <br />completed at the state and local level. Additional discussions focused on the specific roles and <br />responsibilities for all parties involved in the planning process. In addition to representatives <br />from each of the participating municipal jurisdictions, it was determined that representatives <br />from fire and law enforcement agencies, private businesses, voluntary agencies, and the public <br />should be invited to participate in the planning process. <br />The Project Strategy Meeting with the consulting firm, Excelliant, was held to discuss <br />potential outreach strategies for engaging outside agencies, and ideas for generating public <br />interest and involvement throughout the mitigation planning process. In July 2004, four public <br />meetings were held, but since a year had almost past, it was determined that another open <br />public meeting would be held on July 28, 2005. Notice inviting public comment on the adoption <br />of a committee to develop a countywide mitigation plan would be publicized in local <br />newspapers, and posted in public municipal buildings. It was also decided the completed draft <br />plan would be presented to local officials and the public for further comment. This draft plan <br />presentation is consistent with both the requirements of the DMA2K and the plan adoption <br />procedures for local governments in Minnesota. <br />Critical "next steps" were discussed, including the need for ongoing coordination throughout the <br />entire planning process. Specific data collection tools were provided, including the Capability <br />Assessment Survey and hazard and mitigation tools. Specific issues including the need to <br />gather, analyze and incorporate existing information that may be helpful to the planning effort <br />such as mitigation or hazard - related plans, policies, programs, studies, reports and technical <br />documentation were discussed. Agendas for future meetings were outlined, including the first <br />official public meeting of the Mitigation Plan Planning Committee and the Mitigation <br />Methodology Workshop public meeting that would review data collection and develop mitigation <br />strategies goals and action items. The adoption process and meeting requirements were also <br />discussed. <br />The Mitigation Plan Project Kickoff Public Meeting was held to present the project and its <br />benefits and requirements to all participating jurisdictions attendees and invited stakeholders. <br />The intent of the first session meeting was to educate participants on the mitigation planning <br />process and to explain DMA2K multi - jurisdictional planning requirements. The meeting began <br />with a detailed presentation of the mitigation planning process. The presentation introduced the <br />
