• <br />Anoka County Multi - Jurisdictional <br />All Hazards Mitigation Plan <br />general form of government. Centennial School District #12 covers the entire city with one of <br />the elementary schools located within the city limits. <br />Circle Pines is the only suburban city in Minnesota that operates its own natural gas distribution <br />company. The city is in close proximity to a major growth area in its neighboring city of Blaine; a <br />heavily used sports center complex, a TPC golf course, and the proposed Minnesota Vikings <br />stadium are all within about 4 miles of Circle Pines. One third of the city land area is devoted to <br />parks and open spaces. <br />Businesses in Circle Pines are mostly retail and are located on the west side of the city (near <br />Lake Drive and Lexington Ave). Another retail center is in the center of the city, along Lake <br />Drive. <br />Columbia Heights <br />Columbia Heights has State Highways 65 and 47 running north /south. Most commercial <br />property lies along these two heavily traveled roads. Metro Transit provides many routes of bus <br />service with a small bus transfer hub building in the city. Amoco Oil has one large underground <br />pipe that runs along our northern border for approximately 1/2 mile. One of the Minneapolis <br />water treatment facilities is located in Columbia Heights. There are two 48 -inch water mains, <br />which run from this treatment plant to Minneapolis through the city. This plant provides a <br />significant amount of the water used by Minneapolis and some surrounding suburbs including <br />Columbia Heights. <br />Columbia Heights School District #13 covers the city. The city has two elementary schools, one <br />middle school, and one high school, a private catholic grade school, an alternative school and a <br />charter school. There are two medical clinics, many dental offices, a childcare facility and a <br />large nursing complex. Due to the elderly population of CH, Crestview Nursing Home has <br />grown into a very large complex. Beside the nursing home it includes a 75 -unit independent <br />living apartment building, and two large assisted living buildings all connected together. They <br />also recently built another assisted living building off campus, which includes a locked unit. <br />Columbia Heights provides public water and sewer service. Water is purchased from the City of <br />Minneapolis. The city also has a complete storm water drainage system. Telephone service is <br />provided by Qwest Communications with many residential consumers using the cable phone <br />service provided by the city cable company, Comcast. CenterPoint Energy provides natural gas <br />service. Xcel Energy provides electrical service. <br />Columbia heights has 16 parks of varying sizes and amenities. Anoka County has one park <br />within the City. Huset Park, where most of the athletic fields are located, is in the early stages <br />of being redeveloped with new athletic fields, walking paths etc. This will take a few years with <br />an approximate cost of 3 million dollars. The City has three wading pools in its park system <br />though these are old pools that are in need of expensive upgrading. <br />The City has an ongoing 7 -8 year schedule for replacement/repair of city streets and alleys. <br />Included with this schedule is the replacement of water, sewer, natural gas, and storm drains. <br />The city is broken into 7 zones with one zone being done each year. 2006 is the last year of the <br />initial time through the city. Public works has been working on a storm water mitigation plan for <br />the last five years. This has included purchasing some residential properties that are prone to <br />flooding. These properties were turned into storm water retention ponds. A City park was <br />remodeled to include a storm water retention pond due to street flooding near by. The City <br />started inspecting homes for sump pumps being deposited into sewer systems due to the sewer <br />
