• <br />Anoka County Multi-Jurisdictional <br />All Hazards Mitigation Plan <br />5.3 Mitigation Implementation and Plan Maintenance <br />This section discusses how the Mitigation Strategy will <br />be implemented by Anoka County's participating <br />jurisdictions and how the overall Hazard Mitigation Plan <br />will be evaluated and enhanced over time. This section <br />also discusses how the public will continue to be <br />involved in the hazard mitigation planning process. It <br />consists of the following four subsections: <br />• Implementation <br />• Incorporating Mitigation into Existing Planning Mechanisms <br />• Monitoring, Evaluation and Enhancement <br />• Continued Public Involvement <br />44 CFR Requirement <br />44 CFR Part 201.6(c)(4)(i): The plan <br />shall include a plan maintenance <br />process that includes a section <br />describing the method and schedule <br />of monitoring, evaluating, and <br />updating the mitigation plan within a <br />five -year cycle. <br />5.3.1 Implementation <br />Each jurisdiction participating in this Plan is responsible for implementing specific mitigation <br />actions as prescribed in the adopted Mitigation Actions. In each Mitigation Action Plan, every <br />proposed action is assigned to a specific local department or agency in order to assign <br />responsibility and accountability and increase the likelihood of subsequent implementation. This <br />approach enables individual jurisdictions to update their unique mitigation strategy as needed <br />without altering the broader focus of the countywide Plan. The separate adoption of locally <br />specific actions also ensures that each jurisdiction is not held responsible for monitoring and <br />implementing the actions of other jurisdictions involved in the planning process. <br />In addition to the assignment of a local lead department or agency, an implementation time <br />period or a specific implementation date has been assigned in order to assess whether actions <br />are being implemented in a timely fashion. As necessary, Anoka County and its participating <br />jurisdictions will seek outside funding sources to implement mitigation projects in both the pre - <br />disaster and post- disaster environments. When applicable, potential funding sources have been <br />identified for proposed actions listed in the Mitigation Action Plans. <br />5.3.2 Incorporating Mitigation Into Existing Planning Mechanisms <br />It will be the responsibility of each participating jurisdiction to <br />implementation procedures when appropriate. This <br />includes integrating the requirements of the Anoka <br />County Multi- Jurisdictional Hazards Mitigation Plan <br />into other local planning documents, processes, or <br />mechanisms such as: <br />• Comprehensive Plans <br />• Strategic Plans <br />• Capital Improvement Plans <br />• Growth Management Plans <br />• Ordinances, Resolutions, Regulations <br />• Continuity of Operations Plans <br />determine additional <br />44 CFR Requirement <br />44 CFR Part 201.6(c)(4)(ii): The plan <br />maintenance process shall include a <br />process by which local governments <br />incorporate the requirements of the <br />mitigation plan into other planning <br />mechanisms such as comprehensive <br />or capital improvement plans, when <br />appropriate. <br />265 <br />
