Th ese enhancements include the installation of a traffic signal on the <br />southwestern corner of the property located at 401 Birch Street which will be completed this spring . <br />Given the unique par cel size and the location of the existing house on the property, installation of the <br />traffic signal may impede on future improvements/redevelopment of the property and therefore the City <br />was interested in explo ring opportunities to acquire the property and potentially remove the existing <br />home, and use the land for public open space. <br />OPPORTUNITIES FOR CITY ACQUISITION <br />WSB’s funding specialists reviewed the property and analyzed the following funding sources for p roperty <br />acquisition by the City : <br /> Metropolitan Council Livable Communities Account (TBRA, LCDA, LHIA, TOD) <br /> DEED <br /> Anoka County CDBG <br /> MnDNR Parks and Recreational Trail Grants <br /> <br />ALTERNATIVE OPPORTUNITIES FOR HOME OWNER <br />Without a complete understanding of the exi sting conditions of the home located at 401 Birch Street, it is <br />difficult to fully understand the limitations associated with the project. However, some potential funding <br />sources to investigate include: <br />HOME Investment Partnership Program – Anoka County <br />Th e HOME Investment Partnership Program (HOME) funds homeowner rehabilitation (repair <br />/rehabilitation /reconstruction), homebuyer and rental housing activities (acquisition /rehabilitation /new <br />construction), tenant based rental assistance (TBRA), and specif ic Community Housing Development <br />activities. Programs funds are allocated by the U.S. Department of Housing and Urban Development <br />(HUD). <br />Eligible projects: Instructions <br />• New Construction - New construction of both rental and ownership housing. <br />• Rehabi litation - Includes non -luxury alteration, improvement or modification of an existing structure. <br />
