• <br />• <br />AGENDA ITEM 8A <br />STAFF ORIGINATOR: Gordon Heitke, City Administrator <br />MEETING DATE: February 12, 2007 <br />TOPIC: Consideration of Resolution No. 07 -29 Accepting the 2030 <br />Visioning Plan <br />VOTE REQUIRED: 3/5 <br />BACKGROUND: <br />In July, 2006, the City Council initiated a visioning process for the City of Lino Lakes. The <br />visioning process is the second phase in a three step phase of a citizen -driven process which <br />will result in an updated comprehensive plan for the city in 2008. The first phase consisted of <br />an extensive, scientifically valid public survey conducted in early 2006 which assessed public <br />opinion on a variety of issues related to the quality of life in Lino Lakes. Following the <br />visioning process, the third and final phase consists of the actual preparation of the updated <br />comprehensive plan which will implement the citizen's long range vision. <br />The purpose of the visioning project was to bring our citizens together to build consensus on <br />the desired future of our city, and outline a course of goals and strategies to provide direction to <br />city officials as to what needs to be done in order to achieve the desired vision. <br />Carl Neu of Neu and Associates was retained by the city to develop and facilitate the visioning <br />process. A Citizen's Visioning Committee was established using a random selection process in <br />order to be representative of the community. Two community -wide forums were held to hear <br />the ideas and desires that the public has for the future of Lino Lakes. <br />Two issues of predominant importance expressed by citizens who participated in the Quality of <br />Life Survey and Community Visioning Forums were: <br />• Ensure quality land use, growth management, and preservation of the community's <br />unique natural resources and amenities. <br />• Sustain and increase the overall quality of both the community and the lives of its <br />residents. <br />Four vision elements emerged as the priority areas of emphasis that must be addressed in order <br />for citizens' desires for the future to become reality. The four vision elements are: <br />• Community, Residential and Neighborhood Development <br />• Economic and Commercial Development <br />• Roads and Transportation <br />• Community and Natural Resources <br />-87-- <br />
