• Recognize the likelihood that some city dollars will need to be spent on street reconstruction as citizens living on the affected streets may /can not bear the full cost of reconstruction. Goal 5: Reduce unnecessary traffic on Lino Lakes streets and roads Rationale: Reducing traffic volume reduces the maintenance cost and increases the safety of our streets and roads. Alternative transportation options need to be developed. Strategies: • Develop mass transit options. The 95th Avenue lot in Blaine satisfies some of the current demand as a connection to 35W but there are no plans for 35E. • Plan for and develop park and ride opportunities that are adjacent to our east/west connectors. • Recognize, as affordable and life -cycle housing develops, the need for mass transit will increase and should be planned for on our east/west connectors. • Find ways to minimize unnecessary heavy vehicle traffic such as garbage haulers. • Appreciate mass transit is not likely to be self funding, but the city can seek to influence mass transit funding sources. Goal 6: Plan for better access to local open spaces and lakes. Rationale: More access to our open spaces will showcase our unique environment of wetlands and lead to better appreciation and understanding of their beauty. Current and future residents want access to regional parks. More and better trails will help offset feeling overcrowded as we progress to higher density housing and a larger overall population in our city. Strategies: • Recognize the need and plan for: o off - street parking o trail connections and loops o access for bikers, walkers and runners o better access to lakes o improved canoe access points o canoe launch sites to be developed wherever feasible.
