3. Land Use Policies and Practices <br />The quality of the community's natural resources and amenities, occupying nearly <br />half of the city's area, is affected directly by the uses on the remaining <br />developable land. The quality of the community's natural resources and <br />amenities can not be restored and preserved without appropriate and enforced <br />land use policies and practices that recognize, and minimize, adverse impacts that <br />possible land use and growth can have on these vitally important community <br />assets. Therefore, it is imperative to balance conservation of natural resources <br />with sound growth management and land use policies, practices and official plans <br />and controls. Lino Lakes already is a recognized metro leader in this approach <br />and demonstrates it has the capacity to be a very special community. It must <br />continue to assert this leadership prerogative. <br />2030 Vision <br />Lino Lakes has enhanced and preserved the quality of its natural resources and <br />amenities and achieved a well - planned community through anticipating, planning <br />for, and balancing the needs for natural resource protection with the need to <br />accommodate growth. <br />Goal: Ens' <br />to accommodate <br />conserves and <br />ed, quality residential and commercial develcpmen <br />s projected growth needs occurs in a manner that also <br />ces the ctty's natural resources and amenities. <br />Rationale: The types of uses that occur on the city's available and developable <br />land are vital factors affecting the ability to restore, preserve and enhance these <br />resources and amenities. <br />Strategies: <br />• Keep traditional rules /zoning designation in place where appropriate and <br />beneficial to the city. <br />• Encourage developers, where appropriate, to use Open Space Design/ <br />Conservation Development Track practices. (i.e. Fox Borough) <br />• Extend this approach to business and commercial development as well. <br />• Ensure the development of the land within the community is done in a way <br />that consciously preserves its natural resources and amenities. <br />• Continue application of the MRAM (Minnesota Routine Assessment <br />Methodology) program to ensure valuable wetlands are preserved. <br />• Promote business and commercial development that is conservationally <br />conscious, esthetically interesting, and recognizes that each individual land <br />use activity contributes to the total effect on the community's natural <br />resources. <br />• Recognize there are unique lands that the city /residents may not want to be <br />developed: <br />23 <br />
