The historical development pattern of Blaine and Forest Lake, however, has created a slightly more varied housing stock with respect to the type of units in those communities. In Blaine, nearly 15% of its housing stock are mobile homes, which were developed predominantly in the 1960s and 1970s when Blaine was beyond the developing edge of the metro area. Forest Lake, in contrast, initially developed as a freestanding community that has regularly built apartment buildings to meet the needs of a growing employment base.
