MEETING DATE: February 12, 2007 <br />TOPIC: Resolution No. 07 -21 <br />Comprehensive Plan Amendment <br />Hodgson Road/CR J Master Plan <br />BACKGROUND <br />We have been working the past two years on a study of the land and infrastructure around <br />the intersection of Hodgson Road (CSAH 49) and County Road J (Ash Street). The goal <br />is a planning document that will be adopted by the City Council as the guide for <br />development of the area by incorporating it into the City's Comprehensive Plan. This <br />requires an amendment to the Comprehensive Plan, which is described in the body and <br />exhibits of Resolution 07 -21. <br />We have known for some time that the infrastructure in the Hodgson/Co Rd J area was <br />insufficient to support the expected development. Only a few properties have sanitary <br />sewer service through a Shoreview connection that is not available to additional <br />properties. No water service currently exists in the area. The Hodgson/Co Rd J <br />intersection functions poorly during peak periods from a traffic standpoint. <br />We began the study in late 2004. We held an open house in March 2005 and discussed <br />an initial concept plan. We received good information and comments from the land <br />owners and residents in the area. A set of working concepts followed in June 2005. <br />Detailed research into the potential utility alignments followed, along with a series of <br />meetings with the Anoka County Highway Dept. about signalizing the intersection, other <br />road improvements, and access points. The Planning & Zoning Board received an update <br />in December 2005, as did the City Council in January 2006. <br />The Economic Development Advisory Committee and the P & Z discussed the project in <br />November 2006. We held another open house on November 15, 2006. The two attached <br />memos summarize the comments and discussion that occurred. <br />Under state statute, the Planning & Zoning Board must hold a public hearing and make a <br />recommendation before the City Council can act on an amendment to the comprehensive <br />plan. The P & Z held the public hearing on December 13, 2006. The P & Z then had a <br />special work session on January 4, 2007 to consider the matter further. At the January 10 <br />meeting, the Board voted to recommend approval of the Comprehensive Plan amendment <br />to incorporate the Master Plan. <br />
