• <br />• <br />COMP PLAN UPDATE KICK -OFF MARCH 7, 2007 <br />DRAFT <br />1 MINUTES <br />2 CITY OF LINO LAKES <br />3 COMPREHENSIVE PLAN UPDATE <br />4 KICK -OFF MEETING <br />5 CHOMONIX GOLF FACILITY <br />6 <br />7 <br />8 DATE : March 7, 2007 <br />9 TIME STARTED : 6:30 p.m. <br />10 COUNCIL MEMBERS PRESENT: Carlson, O'Donnell, Reinert, Stoltz and Mayor Bergeson <br />11 MEMBERS ABSENT : None <br />12 <br />13 Staff members present: City Administrator, Gordon Heitke; Community Development Director, <br />14 Michael Grochala; City Engineer, Jim Studenski; Senior Planner, Jeff Smyser; Associate Planner, <br />15 Paul Bengston; Economic Development Coordinator, Mary Alice Divine; Community Development <br />16 Department staff, Dawn Bugge and Lisa Hogstad <br />17 <br />18 Mayor Bergeson introduced the individuals and the various groups present. <br />19 <br />20 OVERVIEW OF COMMUNITY VISIONING <br />21 <br />22 Kathi Gallup, 2030 Visioning Committee Chair, presented an overview of the City's recent visioning <br />23 project, Spotlight on 2030. The visioning project was the second phase in a three -part planning <br />24 process that includes a quality of life resident survey, the visioning project and the comprehensive <br />25 plan update. Two main issues have emerged through the process thus far — to ensure quality land use, <br />26 growth management, and the preservation of the community's unique natural resources and amenities; <br />27 and sustain and increase the overall quality of both the community and the lives of its residents. <br />28 <br />29 COMPREHENSIVE PLAN PROCESS OVERVIEW <br />30 <br />31 John Shardlow, Bonestroo consultant to the project, provided an overview of the comprehensive plan <br />32 process. The Metropolitan Land Planning Act governs metropolitan wide planning effort and requires <br />33 local governments to submit comprehensive plans on a decennial basis. Mr. Shardlow reviewed the <br />34 composition of the advisory panel and the plan update process and Metropolitan Council <br />35 requirements. <br />36 <br />37 RESOURCE MANAGEMENT PLAN OVERVIEW <br />38 <br />39 Steve Hobbs, Rice Creek Watershed District (RCWD) Administrator, provided an overview of the <br />40 resources management plan (RMP) that is being prepared in conjunction with the City's Comp Plan <br />41 Update efforts. <br />42 <br />
