WS — Item 10 <br />WORK SESSION STAFF REPORT <br />Work Session Item 10 <br />Date: Council Work Session, June 4, 2007 <br />To: City Council <br />From: Mary Alice Divine <br />Re: Silvera Memorial in Community Green <br />Background <br />Staff was requested to research a memorial commemorating Officer Silvera in the Woods <br />Edge Community Green. A potential site for a memorial was first reviewed. The specific <br />site within the green was selected in a grassy area on the western side of the park where <br />people are inclined to sit on the benches and enjoy the gardens. <br />The options that have been explored are as follows: <br />1. A cast bronze plaque is one of the most common and cost effective means of <br />providing an outdoor memorial with an inscription. It would cost <br />approximately $350 for a 12" x 12" bronze plaque. The plaque could be <br />mounted on a permanent fixture such as a stone or brick. Further estimates <br />would be required to determine the cost of building the foundation. <br />2. A second option is often used by cities when contemplating a public memorial <br />or public art. Forecast Public Art is a local non - profit consulting group that <br />works with cities to determine what is appropriate within their budget. The <br />consultant matches a Twin Cities artist with the particular project. They have <br />provided an estimate of services of $2,500 for their services, and <br />approximately $12,500 for completion of a small scale project. (See attached <br />Scope of Services.) <br />3. A third option is to work directly with a local artist. Peter Morales is a <br />respected sculptor who has made numerous stone public art sculptures. Mr. <br />Morales has discussed two options (See attached proposal and samples): <br />• Using natural boulders to create a structure within the park that would <br />include a sitting area carved into a rock and a hand carved inscription. <br />He has provided an estimate of $1,525, not including the cost of the <br />1 <br />
