From what I can tell you are <br />looking for a memorial project, possibly using stone, for the grassy <br />area of the small square site located within a larger area that <br />contains several "squares" and seating areas. <br />As you may know, FORECAST is the premier public arts facilitator in the <br />region, having worked with over 30 clients in the past five years, <br />including the City of St. Louis Park, New Brighton, Hennepin County <br />Libraries, the Metropolitan Council, the City of St. Paul, the McKnight <br />Foundation, neighborhood groups, non - profit facilities, and others. We <br />have a database of over 2,000 artists and an enormous resource library <br />at our fingertips to help us serve clients efficiently and <br />professionally. <br />I propose the following scope to help you accomplish this in a timely <br />and cost - effective manner. <br />As a consultant for the Officer Silvera Memorial, FORECAST will: <br />1. With information provided by the city council and other key <br />stakeholders, draft detailed information about the project, criteria <br />for success, and a list of concerns /desires. <br />2. Identify three highly qualified artists from the region and obtain <br />work samples, resumes and statements of interest regarding the project. <br />3. We will facilitate the review of these three candidates and help <br />forge consensus in the selection of one artist to commission. <br />4. We will provide the city a commissioning contract with the selected <br />artist, including a design phase that gives a clear visual depiction of <br />the proposed work, cost estimates and timetable for completion. This <br />contract is subject to review and revision by the city attorney. <br />5. Once the design phase is complete, we will help the decision - makers <br />to review and determine whether this will work or if revisions are <br />required. Once approved, the artist will be paid for the design phase <br />and implementation may commence. <br />6. FORECAST will monitor the progress of the artist until installation <br />of the memorial is complete. <br />The cost for FORECAST consulting time is $100 per hour. I estimate that <br />the above scope will require approximately 20 -25 hours over a five <br />month period. We will invoice monthly for the hours spent. Our <br />agreement can state "not to exceed" a dollar amount to protect the <br />client from overtime charges. <br />The budget for a memorial of this type can vary greatly, from $5,000 to <br />$50,000. <br />If stone can be obtained and the city can help with footings and site <br />work, (especially lighting), this will help reduce the cost. I believe <br />with some of this help, a high quality memorial that is relatively <br />maintenance free can be produced for approximately $12,500. The scale <br />would be small and low to the ground. I imagine taking up about 200 <br />square feet of ground plane. <br />
