TKDA
ENGINEERING • ARCHITECTURE • PLANNING
The right time. The right people. The right company
February 18, 2011
Mr. Michael Grochala
City of Lino Lakes
600 Town Center Parkway
Lino Lakes, Minnesota 55014
Re: Qualifications for Engineering Services - City of Lino Lakes, Minnesota
Dear Mr. Grochala:
444 Cedar Street, Suite 1500
Saint Paul, MN 55101
(651) 292 -4400
(651) 292-0083 Fax
www.tkda.com
The City of Lino Lakes is a strong vibrant community with a passion for excellence and customer service.
Having served your community for 29 years, we have stood next to you during infrastructure growth and budget
challenges. Though many aspects of the community have changed, our commitment to providing excellent
customer service and the most efficient, cost effective solutions has never wavered and will continue into the
future.
Our strong relationships with Lino Lakes staff stems from having the right City Engineer in place to serve your
needs. Jim Studenski, P.E., has made it a priority to get to know each staff member and to understand how
Engineering and TKDA staff can best serve the City. His role as team member, consultant, and leader through
economic challenges and staff changes has helped the community grow, and the City carry out its vision for the
residents who live and work in the community.
Throughout our tenure at the City, many improvements and efficiencies have been put into place. TKDA
created building permit review forms, building foundation surveys, and certificates of grading to address building
construction issues. Surface water management inspection and construction programs have been put into
place to meet MS4 requirements. An inventory of the surface water system was created to help establish
maintenance programs and prioritize improvements. A street maintenance program called CarteGraph was
initiated which, for the first time, helped to efficiently inventory and rate the condition of all City streets. It utilized
City staff input and defined a cost effective maintenance program.
Rehiring TKDA through this process will continue our history of providing the City with high quality professional
services that are responsive to your residents and staff. We will remain flexible in support of your needs as they
vary through the years, and cost effective, adding value to the City.
Our formula for success:
Historic Knowledge + Long Standing Relationships = Value to the City
Our Proposal has been submitted pursuant to your Request for Proposals and presents our understanding of
Lino Lakes' needs. Please contact Jim Studenski at (651) 292 -4503 if you have questions or need additional
information.
Sincerely,
James E. Studenski, P.E.
Project Manager, Municipal Services
n 'Jack' W.
