PERSONNEL QUALIFICATIONS
Value to the City
Budgets are tight. Residents are looking to Staff and
Council to make decisions that improve quality of life
while being fiscally responsible. TKDA is the right
choice to provide for your City Engineering services.
We will:
1. Build on the already - established processes to
continue to reduce fees.
2. Continually search for ways to more efficiently
deliver services without compromising quality.
3. Utilize City staff to assist the engineering
department with tasks such as administrative
mailings, permitting, and infrastructure oversight.
4. Propose TKDA staff that is most cost effective to
meet the project requirements.
5. Tap into relationships locally and regionally to
better serve the community.
-' Approach to Communication
Effective communication is the key to a successful
relationship between engineering staff, City Council,
Administrator and Staff, the public, and the media.
Jim will continue to use effective methods of
communication including face to face, telephone, and
emails, along with technical review memorandums,
-- engineering studies, and construction documents.
Reports, memorandums, and letters will be used
extensively to document key decisions for future
reference.
Weekly staff meetings are a critical and effective
tool for the provision of cost effective and efficient
public services. Staff meetings between the City
Engineer and the City staff including the Community
Development Director, Planners, and Building Officials
are held weekly to review engineering staff priorities
and to get direction on project issues. These meetings
help to ensure that the engineering department is
working only on necessary assignments that cannot be
handled by other City staff.
TKDA
ENGINEERING • ARCHITECTURE • PLANNING
Jim is also responsible for preparing Agenda
Statements for Council meetings. When making
presentations to City Councils it is important to provide
the appropriate amount of information to assist them
in making an informed and educated decision and
to preserve the official record for the matter being
decided. Presentations must be carefully executed to
help the City Council make decisions, being careful to
stay high level and focused on key points adding detail
only as support.
An example of a weekly engineering update used for
the City of Lino Lakes is included at the end of this
Proposal.
Surface water improvements in Lino Lakes, MN
City of Lino Lakes 1 City Engineering Services
14
