4) Pursuant to your "Parking Analysis ", before a final determination can be made <br />as to the Total Parking Required (138) and the Total Parking Provided (129), <br />the number of employees should be considered for ALL businesses. We <br />believe this number would impact the final count (i.e., Karate, Allure <br />Salon/Spa). <br />5) Re- striping the grated areas of the parking lot to code would also eliminate <br />several parking spaces. <br />6) One of the tenants of the Mali has been threatened by the owners with the loss <br />of his business if he does not go back to the City of Lino Lakes and make this <br />parking issue "go away ". The owners were outraged that this matter was <br />brought to the City's attention. This business owner was informed that the <br />owners will continue to rent to whomever they please and the City will have <br />nothing to say about it. Also, any cost that is incurred with this parking issue <br />will be passed on to the current tenants. <br />Therefore, we are asking the following: <br />1) Re- evaluation of the actual space of each business together with the <br />number of employees; <br />2) Accurate evaluation of the number of cars per business during the high <br />volume evening hours (5:00 p.m. — 8:00 p.m.). Keep in mind that the <br />numbers for Karate are down extensively during the summer hours. <br />3) Projected growth numbers for each business over the next 2 to 5 years to <br />determine how the parking will accommodate for growth. <br />4) A determination regarding the number of parking spaces behind the liquor <br />store /gas station. Is it parking or is it an unloading/garbage zone? <br />5) Re- striping the grated areas to bring them up to code. <br />6) Acknowledgement that this issue is not about the tenants of the mall, but <br />rather the owners and the City making sure that the parking ordinances are <br />in compliance. <br />It is our belief that the Spirit Hills Retail Center is clearly not meeting the City <br />Ordinances based upon the types of businesses that require more parking than what is <br />currently provided. Based upon this information, we would appreciate the City of Lino <br />Lakes, working in conjunction with the owner, to do whatever is necessary to see that the <br />mall is brought under compliance with these City Ordinances. <br />We would appreciate any help you can give us in resolving this parking issue within <br />Spirit Hills Retail Center. A response from the City Council would also be much <br />appreciated. Thank you for your help! <br />
