Lino Lakes Police <br />Memo <br />To: Chief Pecchia <br />From: Captain Strege <br />Date: June 22, 2007 <br />Re: 1100 Block Birch Street Traffic Study <br />Members of the Lino lakes Police Department have been monitoring the traffic flow in the 1100 block of <br />Birch Street in order to assess the potential impact of dump trucks regularly pulling out on to Birch <br />Street from 12th Avenue as well as Pheasant Run. The study shows that early hours (between 8 am — <br />10 am) the average number of vehicles westbound to be approximately 140 vehicles per hour while <br />eastbound at that same time is about 150 vehicles per hour. <br />During the afternoon hours of 3 pm — 6 pm the number of vehicles per hour increases. The lowest <br />number of vehicles was 320 eastbound with the maximum being 623. The westbound traffic during this <br />same time frame indicated the low and the high count for number of cars per hour were 299 and 601 <br />respectively. <br />The average count of vehicles per hour in each direction during the hours between those listed above <br />was approximately 175 cars per hour each way. The traffic survey which was completed by officers <br />and volunteers indicated the average speed was near the posted 50 mph limit. The low speed was <br />approximately 40 mph with the top speed was 63 mph. The officers also noted that many of the <br />vehicles were not lone vehicles, but they were traveling in groups of 8 — 15 vehicles at a time. <br />1 <br />
