WS — Item 10 <br />WORK SESSION STAFF REPORT <br />Work Session Item 10 <br />Date: Council Work Session, July 2, 2007 <br />To: City Council <br />From: Gordon Heitke <br />Re: VLAWMO JPA Amendments /Budget Update <br />Background <br />The VLAWMO Board is considering establishing a storm water utility as a means of <br />generating revenue rather than relying on annual general fund appropriations from its <br />member units. This change will require an amendment to the current joint powers <br />agreement between members. Discussions are also continuing as to whether the JPA will <br />have to be modified, as being requested by the state oversight agency, the Board of Water <br />and Soil Resources (BWSR), to give final authority to the VLAWMO board for setting <br />budgets, rather than approval by the governing body of each member. <br />Council member/VLAWMO board member Carlson will update the Council as to the <br />latest information on the JPA discussions and proposed 2008 budget. <br />Requested Council Direction <br />Council member Carlson is looking to update the rest of the Council on the VLAWMO <br />issues and discussions and may be seeking the Council's position on some issues <br />
