WS — Item <br />WORK SESSION STAFF REPORT <br />Work Session Item 4 <br />Date: Council Work Session, 2 July 2007 <br />To: City Council <br />From: Dan Tesch <br />Re: Pay Program <br />Background <br />In January of this year, the city was required to file a pay equity report with the State of <br />Minnesota. The last time the city was required to prepare this report was for payroll data <br />as of 2001. Springsted Inc. was enlisted to assist with the preparation of this report. The <br />city was found once again to be in compliance with the statue. <br />As you know, the city's pay program is made up of a series of contracts and non -union <br />salaries. The city has always monitored the market for salaries, and provided all <br />employees with the same cost of living adjustment unless ordered to provide a different <br />amount through an arbitration award. Those awards and staff turnover (gender of <br />incumbents) over time require a system occasionally be reviewed for internal equity. <br />Springsted offers a range of services in the area of public sector compensation. Ann <br />Antonsen is familiar with the city's pay program, and was instrumental in its <br />preparation. Per a council motion at the 14 May council meeting, Ann will be present at <br />the 2 July work session with recommendations of available services along with cost <br />estimates. If the council chooses to proceed with an array of services, dollars would <br />need to be reallocated in the 2007 budget, or could review the services at the time of the <br />2008 budget discussions. <br />Requested Council Direction <br />Direction as to the scope of a pay program review. <br />1 <br />
