Springsted Incorporated <br />380 Jackson Street, Suite 300 <br />Saint Paul, MN 55101 -2887 <br />Springsted Tel: 651 - 223 -3000 <br />Fax: 651 - 223 -3002 <br />www.springsted.com <br />LETTER OF TRANSMITTAL <br />May 8, 2007 <br />Anoka County Board of Commissioners <br />Government Center <br />2100 3rd Avenue <br />Anoka, MN 55303 <br />Dear Commissioners: <br />On behalf of the Anoka County Economic Development Exploratory Committee, we are pleased to <br />transmit this report documenting the Committee's inventory of existing programs and services, its <br />identification of program and service gaps, and its recommendation that the County Board extend the <br />power of the Anoka County HRA to operate as an EDA . <br />The Committee also recommends that the County Board authorize legal research to clarify the levy <br />authority that can be exercised by the Anoka County HRA operating with statutory EDA powers to <br />determine the maximum rate that can be levied and the manner in which the levy can be allocated for <br />HRA and EDA purposes. It also recommends that the County Board consider the appropriate number of <br />governing board members serving on the Anoka County HRA operating with statutory EDA powers, <br />recognizing that statutes allow a county EDA to have nine members. <br />In submitting this report for the Board's consideration, we want to thank the Committee members who <br />participated in the inventory and analysis of economic development information and evaluated the <br />organizational options available for the County' s involvement in economic development. We also want <br />to thank all of the cities and townships that supplied data for the Committee' s review. Finally we want <br />to express our appreciation to the Anoka County staff that provided us with previously conducted <br />research on economic development. <br />We have appreciated working with the County on this important study and look forward to future <br />opportunities to be of service. <br />Respectfully submitted, <br />Sharon G.
