Pecchia, Chief of Police <br />DATE August 13, 2007 <br />TOPIC Second Reading of Ordinance No. 08 - 07 City <br />of Lino Lakes Crime Free Housing Code <br />and Lino Lakes Police Department Safer <br />Tenants and Rental (STAR) Program <br />VOTES REQUIRED: Simple Majority <br />I I <br />'BACKGROUND <br />l I <br />Background <br />The City of Lino Lakes is committed to proactively addressing <br />crime. Preventing problems is always more effective than trying <br />to deal with them after they occur. Police records in neighboring <br />communities show that rental- housing properties have had higher <br />crime rates than owner - occupied homes. Rental properties place <br />larger numbers of people into more dense areas, thereby <br />increasing crime opportunities. It is found that adequate <br />protection of public health, safety and general welfare will <br />improve in those rental developments that are certified under the <br />Safer Tenants And Rentals program. <br />The purpose of this program is to protect, preserve and promote <br />the public health, safety and general welfare of The City of Lino <br />Lakes, and to prevent crime in the City and to provide for the <br />administration and enforcement of the STAR program. <br />STAR CERTIFICATION LEVELS <br />In order to be certified under any level of the STAR program, the <br />criteria listed under that level must be met. <br />Level "C" rated criteria <br />• <br />• <br />
