WS — Item 10 <br />WORK SESSION STAFF REPORT <br />Work Session Item 10 <br />Date: Council Work Session, September 5, 2007 <br />To: City Council <br />From: Michael Grochala <br />Re: CR J/Hodgson Road Traffic Signal Update <br />Background <br />During the past year city staff has been working with the City of Shoreview, Ramsey <br />County and Anoka County to install traffic signals at the intersection of County Road J <br />and Hodgson Road. This intersection is currently a four way stop and experiences <br />significant congestion during week day peak periods. Congestion issues have caused <br />increased traffic in the surrounding Shoreview residential neighborhoods as vehicles try <br />to by pass the intersection. <br />As a result of these discussions the group has prepared plans for the improvements with <br />every effort being made to install them prior to the end of the year. The project involves <br />some minor widening, milling and bituminous overlay of the intersection and approaches, <br />restriping to include left turn lanes, and the signal installation. All improvements are <br />being constructed within the existing right -of -way. <br />The City of Shoreview is the lead agency for the signal installation. Ramsey County will <br />be completing the roadway improvements (mill and overlay, striping) and providing <br />signal system components. Anoka County prepared the road and signal design and is <br />also providing signal system components. Lino Lakes will likely be responsible for 50% <br />of the ongoing cost for electrical power to the signal in accordance with Anoka County <br />cost share policy. <br />It should be noted that the improvements to the intersection do not include additional <br />capacity. The improvements are solely intended to ease congestion in the area. Future <br />development in Lino Lakes will likely create the need for additional improvements to the <br />intersection. These costs will be the responsibility of Lino Lakes and Anoka County. <br />Ramsey County will be preparing a Memorandum of Understanding (MOU) addressing <br />these issues as well as identifying each parties responsibilities regarding the project. <br />1 <br />
