Financing/Funding: <br />Water treatment plant capital costs (including engineering, administrative, and <br />financing costs) are estimated at $12,050,000, the additional wells and associated <br />distribution system improvements are estimated to cost $4,825,000. This gives a grand <br />total for the water treatment plant and associated well and distribution system <br />improvements of $16,875,000. <br />As the water treatment plant would provide substantial benefit for the existing water <br />customers, water rate increases could be utilized to fund a portion of the project. The <br />remainder of the costs could be funded by a water availability charge for new <br />connections. <br />Capital Improvement Program: <br />The capital improvement program phases in the wells and watermains as needed for <br />population growth. It also shows the centralized storage reservoir and booster station <br />being built in the 2010 to 2012 time period when more storage is necessary. Using the <br />capital improvement program and system layout, the treatment plant can be added in <br />the future and is shown in 2017. The detailed capital improvement program can be <br />found on page 26 of the attached water treatment plant feasibility study. <br />Requested Council Direction <br />We are requesting feedback from City Council as we continue to finalize the Water <br />Treatment Plant Feasibility Study. This item with any required revisions will be on the <br />September 10, 2007 City Council meeting agenda. <br />
