WS — Item 2a. <br />WORK SESSION STAFF REPORT <br />Work Session Item 2a. <br />Date: September 5, 2007 <br />To: City Council <br />From: Bernie Bullert, TKDA <br />Re: Water Emergency and Conservation Plan <br />Background <br />Public water suppliers that service more than 1,000 people are required to have a Water <br />Emergency and Conservation Plan approved by the Department of Natural Resources <br />(DNR) (Minnesota Statutes 103G.291). These plans were first required in 1996 and <br />must be updated every ten years. The Minnesota Department of Natural Resources has <br />prepared a schedule for each public water supplier, with a due date for the City of Lino <br />Lakes of October 15, 2007. The plan must address supply and demand reduction <br />measures and allocation priorities and must identify alternative sources of water for use <br />in an emergency. <br />The current Water Emergency and Conservation Plan was created by TKDA in 1997 and <br />revised in 2004 to meet the requirements of a federal mandate of the USEPA, under the <br />Homeland Security Act. That federal mandate required the City of Lino Lakes to prepare <br />a Water System Vulnerability Assessment and amend and update the Water Emergency <br />and Conservation Plan with the purpose of evaluating the existing security of the water <br />system. <br />Attached is a draft copy of the Water Emergency and Conservation Plan dated <br />August 22, 2007. <br />The Water Emergency and Conservation Plan submittal to the DNR requires the City to <br />establish conservation goals for the benchmarks listed below. DNR permit approvals will <br />be based on meeting the specified benchmarks. If water demands exceed Benchmarks for <br />unaccounted water, residential per capita, and peak demands then permit approval will be <br />contingent on implementation of one or all the listed Conservation Goals until the <br />benchmark is achieved. <br />Conservation Goals <br />Unaccounted Wate <br />Average <br />years <br />annu <br />volume <br />accounted water for the last 5 <br />11,780,000 <br />gallons <br />1 <br />
