5. there is enough indication that there could be rare plants on part of the property, and the <br />property should be surveyed to verify the presence or absence of rare plants. The area on <br />the Wessel property that would be of concern is indicated on Attachment 10. <br />6. Suggest placing the buffer of the westem most wetland in Conservation easement since <br />this forms part of the City Greenway system (Attachment 11). New wetlands constructed <br />on the site as well as buffer areas should be planted with the City native seed mix. <br />7. Rain gardens proposed on the site should be designed with a low maintenance (unless <br />there is agreement with new homeowners to manage something different) Maplewood - <br />type of design. Design of these gardens should be submitted to the city as well as a <br />perpetual maintenance plan. All designed ponds and infiltration features must have at <br />least 3 -feet of sand separation between the ordinary high ground water level and the <br />bottom of the structures. <br />8. Community drainfield should be approved by Anoka County Environmental <br />9. It is recommended that a temporary sediment pond be constructed to capture surface <br />water runoff during construction. All proposed infiltration, wetland and rain - garden soils <br />must be protected during construction. Suggest construction of new surface water <br />features after major construction is complete. Features should be constructed with low <br />impact/compaction, track -types of equipment and fenced off prior to construction. All soils <br />determined to be more compact after construction than prior to construction in drainage/ <br />surface water infiltration or management area will be loosed to pre - construction conditions. <br />It is also recommended that all new yard soils have top -soil incorporated into the subsoil <br />and tilled as deeply as possible. No soil may be imported or exported with out City <br />approval. <br />10.. Recommended changes to the SWPPP are submitted to the City Engineer to make <br />changes to the documents submitted.
