WS — Item 8 <br />WORK SESSION STAFF REPORT <br />Work Session Item 8 <br />Date: Council Work Session, October 1, 2007 <br />To: City Council <br />From: Gordon Heitke <br />Re: Assessment Policy Research <br />Background <br />During discussions of the proposed West Shadow Lake Drive reconstruction project, the <br />question of whether assessments for potential future subdivided buildable lots would be <br />deferred was raised along with the existence of Resolution No. 98 -179, amending the <br />assessment policy. This resolution allows for the deferring of assessments for future <br />developed lots. Staff was directed to see if this amendment was approved and its <br />application to this situation. The resolution was adopted December 21, 1998. The <br />amendment adds language to Section 5.I of the Lino Lakes Public Improvement Policy, <br />June 11, 1990. Section 5.I pertains to "developer- financed improvements ". Therefore, it <br />is staff's opinion that Resolution No. 98 -179 does not apply to the West Shadow Lake <br />Drive reconstruction project. <br />Requested Council Direction <br />The Council needs to direct staff if more research or development of a policy is desired. <br />Attachment(s) <br />1.
