D. Storm Sewer <br />All areas of the City will be required to participate in Surface Water Management Planning. If a <br />specific plan has not yet been completed for an area, that area will be required to make a payment to <br />the Surface Water Management Fund established by the City using the Section 18 -19 Comprehensive <br />Storm Drainage Plan as the base plan upon rates shall be established including Surface Water <br />Management Planning and Storm Sewer Trunk Cost. <br />In areas where public sanitary sewer and water are designed and installed by the City, the storm sewer <br />system, including laterals, catch basins, leads to catch basins, and culverts, are to be designed and <br />installed by the City. <br />In areas where on -site sewage disposal and water supply systems are utilized, storm sewer systems, <br />including laterals, catch basins, leads to catch basins, and culverts, are to be designed and installed by <br />the developer. The developer may petition the City to design and install said facilities. <br />Storm sewer is to be designed on a drainage area basis utilizing runoff coefficients that conform to the <br />land use projections of the Lino Lakes Comprehensive Plan. <br />Storm sewer mains or laterals of adequate depth and hydraulic capacity shall be extended to the <br />exterior boundary of the subdivision if necessary to provide service for future development of <br />adjacent parcels. <br />E. Streets <br />In areas where public sanitary sewer and water are designed and installed by the City, the public <br />streets shall also be designed and installed by the City. <br />In areas where on -site sewage disposal and water supply systems are utilized, public streets are to be <br />designed and installed by the developer. The developer may petition the City to design and install <br />said facilities. <br />Street grading, base and bituminous surface shall be extended to the exterior boundary of the <br />subdivision if necessary to provide service for future development of adjacent parcels. <br />F. Street and Traffic Signs <br />Street and traffic signs at all intersections within or abutting the subdivision are to be installed by the <br />developer, in accordance with a design approved by the City Engineer and Public Works Director. <br />The developer may petition the city to install said signs. <br />
