• CITY OF LINO LAKES, MINNESOTA <br />2008 -2012 Financial Plan <br />Community Development Personnel Requests <br />It is anticipated that the Community Development department will require the addition of <br />6.0 full time equivalent positions during the 2008 -2012 planning period. Four of these <br />positions result from the establishment of an in -house engineering division replacing the <br />contractual engineering services provided by TKDA. <br />2008 — 2009 4.0 FTE — City Engineering Division <br />City Engineering services are currently outsourced to our consulting engineer TKDA. <br />The City has annually reviewed the most cost effective method of providing these <br />services. <br />There are four critical evaluation factors involved with establishing an in house staff; 1) <br />Evaluation of historical engineering costs and funding; 2) Evaluation of in -house <br />engineering capabilities and existing expenditures; 3) Evaluation of in -house staffing <br />levels /experience necessary to meet day to day responsibilities and cost determination; <br />4) Insuring continuity. <br />Based on this evaluation the establishment of an in -house engineering division is <br />proposed to be phased in starting in 2008. The 2008 Engineering Budget as proposed <br />represents a transition from the existing consultant services to an in -house engineering <br />division. The proposed 2008 budgets totals $294,438 and includes $100,000 for <br />consultant engineering. <br />To maximize the efficiencies and cost effectiveness of this transition the following <br />staffing levels are proposed: <br />2008 2.0 FTE including City Engineer and Assistant City Engineer. <br />2009 2.0 FTE Addition of Engineering Technician Advanced and Engineering <br />Technician General. <br />It is probable that the hiring sequence and timing of positions may be changed pending <br />hiring of the City Engineer anticipated in early 2008. <br />2011 — Rental Housing Inspector <br />Adoption of a rental housing license and property maintenance code was completed in <br />2007. Due to the code requirements, including inspections and administrative <br />responsibilities, a full time inspector will eventually be required. For purposes of the 5 <br />year plan this position has been included in 2011. Funding for the position may be <br />partially off -set by the establishment of an annual license fee. <br />2012 — Senior Planner <br />This position is intended to provide additional planning and zoning expertise for the City. <br />Timing of the position will be dictated by the Community Development Departments <br />ability to accommodate customer service, development requests, and long range <br />planning efforts. For purposes of the 5 year plan this position has been included in <br />2012. <br />A -1 <br />FT <br />
