WS — Item <br />WORK SESSION STAFF REPORT <br />Work Session Item S <br />Date: Council Work Session, December 3, 2007 <br />To: City Council <br />From: Michael Grochala <br />Re: 2008 Comprehensive Plan Process Update <br />Background <br />Since the March "Kickoff' meeting the Comprehensive Plan Advisory Panel has been <br />working on the development of Goals and Strategies, completed in May, and the draft <br />Land Use Plan. The land use planning component of the process kicked off in June with <br />the Rice Creek Watershed District (RCWD) providing an overview of the Resource <br />Management Plan (RMP) and a presentation by Jason Husveth (Critical Connections <br />Ecological Services) who prepared a Land Development Suitability Analysis as part of <br />the planning process. The advisory panel also participated in a city -wide tour in July. <br />Since August the panel has met three additional times to discuss and revise the land use <br />plan. These meetings were supplemented by technical committee meetings to review and <br />analyze potential system impacts of proposed land use scenarios. The meetings have <br />culminated in the development of the draft Land Use Plan. <br />The Land Use Plan as presented depicts ultimate build -out for the City in order to <br />adequately evaluate long term system needs, including stormwater management, <br />transportation etc. The amount of land area guided for development over the next 20 <br />years will be dependent on infrastructure timing and growth management objectives. The <br />process of developing the staging plan will continue through completion of the plan. <br />At this time the advisory board, staff and consultant team will be hosting a City "Open <br />House" on Tuesday, December 4, 2007 from 6:00 — 8:00. Comments received from the <br />event will be incorporated into the planning process over the next several months. <br />Council Direction <br />None Required. <br />Attachments <br />1.
